According to Russian media reports on August 18, Argentine geopolitical analyst Juan Martin Gonzalez Cabanas said that the new coronavirus pneumonia pandemic has affected the balance of power in Latin America The United States once again lost the opportunity to improve its image and increase its influence in Latin America, and the United States has always regarded Latin America as its 'backyard.'
Recently, political scientists and scholars from Latin America and Russia held a video conference entitled 'U.S.-Latin America-Russia : A Constructive Cooperation Agenda for the Post-Epidemic Era". Participants discussed how the epidemic has affected the political and economic processes in the region. The possible development prospects of the world after the epidemic, the ongoing strategic competition between the United States and China in Latin America, as well as Russia's role in the region.
Cabanias said, 'The new coronavirus pneumonia pandemic continues to deteriorate the relationship between the United States and Latin America, and it also deteriorates the image of the United States in Latin America. The United States has missed another great opportunity to improve relations with Latin America, whether it is symbolic and it’s still substantial.'
The analyst emphasized that the emergency caused by the new coronavirus pneumonia pandemic has not prevented the U.S. government from continuing to use the economic blockade to stifle the economies of Cuba and Venezuela. The United States has not provided more foreign assistance to the region, nor has it provided more assistance to other countries in the health field or promoted any other type of cooperation.
The geopolitical analyst emphasized, 'Although the United States currently has good relations with certain countries, such as Mexico. These connections however are based on the dynamics of the United States’ 'superiority'. In other words, these Latin American countries need to make concessions. It’s not really equal communication between partners."
Cabanias said that unlike the United States, Russia and China extended a helping hand to Latin America, which further promoted the relationship between the two countries and Latin American countries.
Cabanas cited data from the Argentine Exporters Association and pointed out: 'Under the current trend, a noteworthy fact is that since this year, China has become Argentina's largest trading partner (in April), and usually this position is Brazil.'
According to the report, Argentina’s total exports to China in April were US$509 million, especially soybeans (52%) and beef (29%). That month, China’s imports to Argentina were US$411 million.
Cabanias said that although the April trend was temporary, it reflected China’s growing influence in Latin America.
Cabanias continued: 'As far as Russia is concerned, during the epidemic, Russia and Latin American countries cooperated in many aspects, especially in the health sector (due to the current situation), which consolidated its relationship with Latin America.'
Cabanias emphasized the cooperation between Russia and Latin America during the epidemic is biotechnology research. Russia also provided humanitarian and medical assistance to Costa Rica, the Dominican Republic, Nicaragua, Venezuela and Cuba. In addition, in early August, Russia announced that it would ship 150,000 packs of Russian-made anti-coronavirus drugs to seven Latin American countries.
